No. Country and city targeting on every plan; in the United States also state and ZIP code; ASN targeting at no extra cost. City availability varies. The same price per GB applies whether you target a country, a city or an ASN. On 18 October 2026, one provider in our price index billed city traffic at double its standard rate.
Can I be sure to get an IP in the city I ask for?
No provider can promise that. City availability varies; the checkout shows what is online. No IP count is published. When a city has no IP online, the request fails or falls back, so check the exit with an IP lookup before a long session. The verification guide shows how.
Which cities are excluded?
Cities in the United Kingdom, Turkey, Cyprus, Russia and Belarus have no page, and no city in occupied parts of Ukraine is listed. Some countries are not available, for legal or sourcing reasons, including countries and regions under comprehensive sanctions.
